this information is true and the new rules will only apply to the new licences and yes we will scream for scotland!! no for the whole europe it is simply means that west lothian council insist to protect the big boy business who used to and will remain to rent 10 taxi plate from the council for £3000 and rent them out to others drivers for more than £50.000 a year illegal money with west lothian council signature and knowledge and ALSO

PROTECTION AND they can't deny it.

for sure this kind of taxis that west lothian council asking for will cost at least £25.000 the drivers they already renting a taxi plate will never manage to pay all of this money simply because they can't afford it but sure the big boy who earn a tax free £50.000 easily well be able to buy 20 or maybe even 50 and after one year the council will says there is too many taxis on the road as there no one sent the rented taxis plate back obviously they keep renting a plate as non of them will be able to pay £25.000 +vat
